Whether the criteria for receiving performance based funding is attached to well-defined student learning outcomes, graduation rates, degree-related statistics, employment rates, or the demographic statistics of graduates, achieving vital state funding is dependent on students’ preparedness for college level learning.
Twenty-five states currently have a funding formula in place that allocates some amount of funding based on performance. (Arizona, Arkansas, Florida, Illinois, Indiana, Kansas, Louisiana, Maine, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, New Mexico, Nevada, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah and Washington). Five additional states (Colorado, Georgia, Montana, South Dakota and Virginia) have approved and are implementing a performance funding program. (NCGL, March 5, 2014)
