Test Purchasing Qualifications

and Security Restrictions

Why: For reasons of test security and to protect the integrity of the performance funding, personnel evaluation, outcomes assessment, program evaluation, and research projects relying on Insight Assessment testing instruments, there are qualifications on the purchase and restrictions on the use of the testing tools published by Insight Assessment (California Academic Press LLC). In keeping with industry standards and practices, all the testing products offered for sale, or for resale, by Insight Assessment have been classified into one of three levels: Level A, Level B, and Level C. Increasingly restrictive conditions and qualifications apply to persons or agencies seeking to purchase or to use tools that are classified at each of the three levels.

(1a) Verification of an earned Masters Degree in a discipline that uses social and behavioral sciences methodology, or (1b) verification of an earned Masters Degree in another discipline and training or experience in assessment

(2a) Verification that the purchaser is a K-12 teacher, or a faculty member in an accredited college or university, with training and experience in assessment and evaluation.

OR

3. Verification of membership in good standing in a professional association that requires its members to be trained and experienced in assessment.

Verification of a Ph.D. degree in Psychology, Education, Statistics, or equivalent in a related field with additional training and experience in assessment.

Verification of certification by a professional agency to perform assessment

All Level B restrictions and such additional restrictions as may be specified by the appropriate and professionally responsible use of diagnostic psychological or psychometric tools.

 



Current Clients: If you have previously ordered assessment tools from The California Academic Press (CAP) or from Insight Assessment and have met the relevant qualifications, your existing account in good standing allows you to purchase additional tools. To order, you need only to obtain a purchase order number from your purchasing department. Or you can prepay for your order using a check or credit card. Please provide a shipping address and a billing address with your order. By purchasing the assessment tools published by California Academic Press LLC, the purchaser is stating that she or he is familiar with assessment standards and ethical assessment practice.


Professors, Teachers, and Academic Administrators: Colleges and universities faculty members may purchase all the assessment tools published by California Academic Press LLC using the normal purchase order process. K-12 teachers may purchase all of the tools currently published by California Academic Press LLC (for use in their classroom) using the normal purchase order process. By purchasing the assessment tools published by California Academic Press, the purchaser is stating that she or he is familiar with assessment standards and ethical assessment practice.

Graduate students conducting research under supervision of a faculty member, including thesis and dissertation research wishing to use the assessment tools published by California Academic Press LLC must first submit a letter briefly explaining their research project. We would appreciate receiving a summary or a courtesy copy of the final research report. Doctoral students: Insight Assessment will sell directly to doctoral students engaged in dissertation research. Masters degree students, however, should make arrangements with their sponsoring faculty advisor to purchase Level B (see table above) tools. All graduate students must also have their sponsoring faculty member submit a letter to Insight Assessment stating that she or he takes responsibility for the student's use of the assessment tools including assuring test security. Further Restrictions: We do not sell or supply tests to graduate students for purposes of classroom psychometric or educational analysis, evaluation, or critique. Insight Assessment reserves the right not to sell to students in programs which use its tools for high stakes assessment.

Libraries, Bookstores, and Resellers: For reasons of instrument security Insight Assessment respectfully declines to sell any of its tests to libraries, bookstores, or other such agencies where open access to these materials would be permitted. We sell only to end users or their authorized agents. Certain materials are available free of charge as downloadable PDF files, for example the HSRT and certain Test Manuals. These may be downloaded by libraries or bookstores provided copyright restrictions and non-resale provisions associated therewith are followed.
